On March 2020, in an atmosphere of great enthusiasm and political euphoria, the European Commission has presented its proposal for a European Climate Law. The proposal represents the first legislative formalization of the EU’s political ambition to become the first climate-neutral continent, expressed by the Commission in December 2019 and lying at the heart of the European Green Deal.
