The hydrological cycle produces its effects on the whole ecosystem of the Earth, while mankind (at its present state of development) is unable to form a consistent and sustainable legislation covering the whole hydrological cycle.
Instead, we may only talk about paralell existing regulations on a number of different water issues. However, such a coherent set of rules would be much needed in order to protect our waters both in quality and in quantity.
