The non-regression principle, even if it is a late comer in legal environmental protection history, is essential among the fundamental principles that are part of environmental law. The legal protection of the environment, though it had probably existed in some marginal and or sectoral form here and there, started to really develop in international law and national legislations fifty years ago. Real progress was indeed reached across the world, supported by the international community and under the auspices of the United Nations and its agencies, through constitutional and legal provisions, after realizing in the 1960s and 1970s that human demography and human activities had produced terrible damages on the natural elements across the globe for over two centuries.
